หลังการปรับเปลี่ยนลักษณะทางกายภาพของเมืองหลวงให้ศิวิไลซ์ มีถนนหนทางเกิดขึ้นมากมายนับร้อยสาย เป็นทางเลือกหลักในการเดินทางด้วยรถลาก รถยนต์ รถราง หรือรถไฟ เช่นเดียวกับการพัฒนาเส้นทางการสัญจรในแม่น้ำลำคลองคู่ขนานกันไป นับแต่รัชกาลที่ 4 เรื่อยมานั้น ดึงดูดให้ผู้คนจากชนบทหลั่งไหลมาตั้งรกรากในเมืองหลวงกันมากขึ้น รวมทั้งบรรดาชาวจีนโพ้นทะเล ที่ข้ามน้ำ ข้ามทะเล จากจีนแผ่นดินใหญ่ เข้ามาพึ่งพระบรมโพธิสมภาร ทำมาค้าขายประชันกับกิจการของชาวต่างชาติกันอย่างหนาตา

จากสภาพความเป็นเมืองเกษตรกรรม สู่เมืองพาณิชกรรมและอุตสาหกรรม ผลักดันให้จำนวนประชากรในกรุงเทพฯ เพิ่มจำนวนขึ้นอย่างรวดเร็ว จากตัวเลขเพียงหลักแสน ก็ขยับขึ้นสู่หลักล้าน 2 ล้าน และ 3 ล้าน ในทุกรอบทศวรรษ

ไม่ต่างจากอาณาเขตพื้นที่ของเมือง ที่ขยายตัวไปทุกทิศทาง สะท้อนจากทิศใต้แผ่กว้างไปจนถึงสมุทรปราการ ทิศเหนือแตะจังหวัดนนทบุรี ทิศตะวันตกไล่เรื่อยตลอดเขตธนบุรี และทิศตะวันออกเฉียงใต้ไปตามแนวถนนสุขุมวิท

เมื่อขนาดของเมืองและจำนวนประชากรมีแนวโน้มการเติบโตไม่หยุดยั้ง กิจกรรมการค้าขายคึกคัก มีชีวิตชีวา เมืองหลวงเป็นแหล่งรวมของพาณิชกรรม อุตสาหกรรม การค้า การลงทุน ทั้งยังเป็นศูนย์กลางทางด้านการเมือง การปกครอง การศึกษา การสาธารณสุข และธุรกิจการค้าแทบทุกประเภท 

การเป็นเมืองรวมศูนย์เป็นสาเหตุสำคัญทำให้การจราจรและการขนส่งหนาแน่นขึ้นโดยปริยาย ส่งผลให้แนวนโยบายการบริหารเมืองหัวใจของประเทศ ก็ต้องปรับเปลี่ยนให้สอดรับกับสถานการณ์..........
